Section 504 of the Rehabilitation Act of 1983, as amended, 29 USC 792 (“Section 504”), prohibits discrimination on the basis of disability in any program or activity receiving Federal financial assistance. Section 504 confers primary responsibility for enforcement of its provisions on those Federal agencies extending financial assistance to the program or activity. No otherwise qualified individual with a disability in the United States, as defined in Section 705(20) of this Title, shall, solely by reason of her or his disability, be excluded from the participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance or under any program or activity conducted by any Executive agency or by the United States Postal Service. |
